Updated RSMC Seniority Lists

Lists to be updated every six months
On or about July 14, 2008, the new updated RSMC seniority lists were sent by CPC to all CUPW Locals and posted in your postal installations.

8.03 Posting and Updating of Seniority Lists
(a) The Corporation shall maintain updated
seniority lists. It shall send the revised lists to the local of the Union. It shall post such revised lists in each postal installation every six (6) months.
As soon as possible following the posting, the Corporation shall provide a copy of the seniority list to any employee who is not required to go to a postal installation to receive mail to be delivered.
(b) The seniority list shall include the
following information:
• employee’s name
• seniority date
• work location (postal installation)
Missing Information
If the seniority or continuous service date posted is incorrect, you will need to contact your Local to have them send a request for correction, with the supporting documents, to the Transition Committee.
CPC-lmposed Loss of Seniority
We noticed that CPC has unilaterally amended the seniority date of some RSMCs who transferred to another postal installation. This is a violation of the collective agreement. If you are one of these employees, ask that management restore your seniority. If it refuses to do so, file a grievance.

What is seniority used for?
With the implementation of on-call relief employees (OCRE), your seniority date is now more important than ever.
In locations where OCREs have been hired, vacation schedules are being established and route holders bid on vacation periods by seniority.
Seniority dates could also used in bidding on restructured or vacant routes. The Union is currently in discussions with CPC to establish a seniority-based bidding process. In fact, many route restructurings are scheduled in the upcoming months. These restructurings could lead to the creation or elimination of routes. Should there be a reduction in the number of routes, some RSMCs could be placed on the recall list.
When a route becomes vacant and the Corporation decides to fill it, the route will be offered to the senior qualified rural and suburban mail carrier in the postal installation. Seniority could also be used to obtain a transfer.
National Update of Lists
Using continuous service, the Transition Committee processed and established the seniority ranking of more than 82% of RSMCs hired on January 1st, 2004. This leaves a gap of 744 RSMCs who do not have a seniority ranking based on their continuous service. Not having a seniority ranking may cause problems. You need to have the information corrected.
